The Ceylon Electricity Board

The  Ceylon Electricity Board which has been in operation in all the other areas except some local bodies like Kandy, Galle, Batticaloa etc manipulating its crawl until ADB funded project to take over all local bodies. This was a good move by the CEB but ultimately they did not achieve the targets.

The only achievement was the fear of formation of further LECOs like KICO for Kandy.

The Lanka Electricity Company(pvt) Ltd

The electricity distribution in Sri Lanka turned into new dimensions with the formation of LECO which was managed by former CEB GM and others. They introduced lot of new techniques like

1.  ABC Cables(Aerial Bundled Cables)
2.  PS Poles 11m,13m (Pre Stressed Poles) up to 1200kG
3.  Single pole substations
4.  New 11kV distribution system with AAC conductors replacing old ACSR 7/1.02
5.  New Service connection type
6.  New billing system(instant) and collection of bills within 14 days of issue.
7.  Introduction of Photo cells to street lamps
8.  High Control over the fixing of street lamps
9.  and many more

The reaction of the CEB was very high for the new methodologies adapted by LECO and slowly CEB adapted very same thing without any modifications but slowly.

The formation of LECO has formed a new era in electricity distribution. The funniest part of the LECO at its early days was that the Chairman of LECO, former General Manager,CEB who was not involved in decision making mechanism in the CEB made use of his vast experience in doing things right.

When this officer , working as a GM CEB, frightened to take decisions and responsible for total conversion of the distribution industry to reality. He managed to get a massive ADB loan together with ADB consultants and local consultants in putting the industry to this level.It is about 25 years now , the lines, substation and ABC lines are still new.

The formation LECO depot and its Counter Office in CEB as Depots are yet to commendable for the main reason that the LECO depot officer has the full responsibility in handling new construction,maintenance and operation power lines within the depot.
